Sažetak
Mobility of artists and cultural professionals comes across as a relatively straightforward topic, as movement between places and contexts and cultural interactions have been an inherent part of artistic and cultural activity and creation since centuries ago ; as some researchers would state, "since antiquity" (Klaic, 2007: 11). The notion concept of mobility has various definitions and understandings. In this paper, it is defined determined, based on many previous definitions, as the temporary, cross-border travel of artists and cultural professionals to create (the working purpose), connect (networking opportunities), explore (creative research), and learn (education and capacity-building opportunities) (Demartin et al., 2013 ; OTM, 2019). In the context of the European Union, mobility has been embedded as one of the main principles of the European Union's freedom of movement of goods, capital, services, and persons. Starting with European Agenda for Culture (EU, 2007), the mobility of artists and cultural professionals became a very relevant topic of cultural policy on the European level. Mobility has been recognized as one of the essential aspects of international cooperation, external relations, and economic growth. Apart from the "top-down" supranational levels of interest in policy agendas for mobility, the arts and cultural sectors have been engaged in mobility practice for quite a long time . This It results stems from recognizing the benefits of mobility for the development of artistic careers and overcoming barriers that artists and cultural professionals face during their mobilities (OTM, 2019). Still, mobility is not an autonomous or widely affirmed and accepted (sub)field of cultural policy practice - it is a niche category randomly represented in the cultural policy structures, varying from one national and local context to another. It is hidden in the brackets of international cultural cooperation, co- production, cross-border cooperation, EU-funded project work, and many others. Consequently, the primary issue in researching mobility is the categorization or classification of the sub-field within the existing cultural policy system, attempting to solve the puzzle of defining cultural mobility as a stand-alone type of artistic and cultural activity that does not need to be co-dependent or adjectival.
