Sažetak
The article informs about the development of the "Zagreb Resolution on Plurilingalism" published in the same issue of the journal Metodika (p.223-224). This document is a contribution to the international and national foreign language policy discussion in the context of globalization and European integration. It was initiated by the Croatian Association of German Teachers, Institute for Globalization and Intercultural Learning and Goethe-Institute Zagreb and developed in cooperation with the Croatian associations of French, Italian and Spanish Teachers and the foerign culture institutes in Croatia (French Culture Institute, KulturKontakt Austria, Austrian Kulturforum). The document emphasizes the role of plurilingualism as a precondition of an active paticipation of each individual European citizen in the future developments in Europe. The Resolution proposes possible ways of achieving the goal of plurilingualism within the Croatian school system and university education. The most important suggestions are: 1. obligatory learning of two foreign languages during the compulsory education, 2. obligatory early start with the 1st foreign language, 3. beginning the language learning sequence with one of the "non-English" languages. The third point does not question the importance of English as the language of global communication and the need to learn it, but it conciders the implications of English as a 1st foreign language on learners' motivation to learn other languages and on the preservation of the European linguistic and cultural variety. The document was presented in May 2002 in Zagreb and signed by numerous domestic and foreign institutions and individuals.
