Sažetak
This paper analyses Gender Responsive Budgeting in Local Government. Local government budgets have the potential to highly influence the lives of their constituencies and ensure that the needs and priorities of all are represented in their policies and budgets. Existing literature agrees that this can happen when budgetary processes are legally clear, well informed, and integrated at the local and national level. Western Balkan countries have adopted appropriate legislation at the national level, but there are failures in gender policy implementation. To help understand why the countries in the region have challenges in the implementation of their gender policies, our paper will concentrate on the case of GRB implementation at the local level in the municipality of Patos in Albania which we see as a representative example. Based on secondary data analysis and semi- structured interviews with key stakeholders we show, that for GRB to be fully developed, the local level is of vital importance as they are key actors in achieving gender equality. The article concludes that stakeholders involved in GRB should be internal and external, and initiatives should be integrated and sustainable.
