Iz autorovog uvoda u clanak:"The topic of my present contribution was at another time in the focus of numerous writings throughout the world. The idea of a common heritage of mankind got a large number of passionate advocates in the nineteen-seventies. Later on, some of them became its zealous critics, but I have never read any legal arguments for such shift in their opinions. What seems to be unusual, after the UN Law of the Sea Convention finally entered into force in 1994, is that this topic has been almost entirely neglect¬ed in the doctrine. In an attempt to partly fill in this gap I found it appropriate to select this very topic for my contribution to the Collected Papers of my friend, one of the best and the finest experts in the law of the sea in the Twentieth Century".
