Sažetak
Harm reduction services, including NSPs, were introduced in Croatia in 1996, with an increase in political support and recognition from the Croatian Parliament. The NGO “Help” implemented the frst NSP in Split with fnancial support from the Open Society Foundations.The signifcant experience acquired in the response to HIV and the fnancial support provided by the Global Fund have contributed to this success ; however, there is still room for improvement, such as better coordination of civil society organizations with local hospitals that treat hepatitis C.NSPs are conducted and supported technically and fnancially through synergistic collaboration between NGOs, the Ministry of Health, local government, academia, the CIPH, the University Hospital for Infectious Diseases “Dr Fran Mihaljević” (UHID), national health institutions, other health-care institutions, communities and family medicine clinics.The Croatian model has set calls for proposals for NSPs for three-year periods, guaranteeing NGOs that programmes will be fnancially secure and easing the burden of continuous applications for fnancial support, though agreements must be signed every year after submitting fnancial and descriptive reports to the Ministry of Health.
