Sažetak
The goal of this paper is to present the experiences acquired during the implementation of the project financed by the Global Fund to Fight AIDS, TB and Malaria (GFATM) “Scaling-up HIV/AIDS Response in Croatia (2003-2006) and the transition to national financing following the completion of the project. The article is based on available data obtained from the Ministry of Health of the Republic of Croatia, Croatian Institute of Public Health, County Public Health Institutes, Clinic for Infectious Diseases “Dr. Fran Mihaljević”, Children’s Hospital in Zagreb, Prison Hospital in Zagreb and civil society organizations active in the field of HIV prevention programs and other stakeholders in HIV/AIDS prevention, when presenting, descriptive method are used by analyzing data from accompanying documentation, reports and publications as well as data obtained by interviewing key stakeholders on national and local levels. The results show the main achievements, drawbacks and challenges of the implementation of the GFATM project in Croatia and of the transition of preventive project activities to financing from national sources through the budget of the Ministry of Health. Program sustainability (the majority of program activities are continuously being implemented through stakeholder network) is an example of good practice model and can be an indicator for strategies and for ensuring sustainability of similar projects and preventive HIV/AIDS programs particularly for countries using the support and financing of the Global Fund. The project and its continuing activities have confirmed the importance of joint work and multidisciplinary collaboration and collaboration of government institutions and civil society organizations which can significantly contribute to a successful implementation of projects and prevention programs in the field of HIV/AIDS.
