This background report provides contextual information on the Croatian Research and Innovation (R&I) system in the context of Support to Croatia on the design and implementation of a portfolio of programmes to support early stages of innovation and science–business linkages under the Horizon Policy Support Facility — PSF Country. The report first provides an overview of economic context of R&I before focusing on in-depth insights into the Croatian R&I system, including its governance, R&D-performing institutions, the R&I policy mix and funding sources, human resources for science and technology, as well as public–private cooperation in R&I.
