Sažetak
International criminal law has concentrated on large-scale atrocities against human beings in the last decades, resulting in an essential codification in the Statute of the International Criminal Court (ICCSt). Other serious threats to the international community, like systemic corruption or environmental crimes that lead to large-scale violations of human rights, have not been the focus of international criminal law, although their impact on societies, individuals, and (especially in the case of environmental damages) on all mankind is often no less grave. This chapter develops a comprehensive framework for economic (especially anti- corruption) and environmental criminal law on the international level, within a multi-level system approach (international, European, and national) as well as within a hierarchical system of core international crimes, harmonised international crimes, and minimum standards for criminalisation on a national level. The basis for such a framework is a sound and legitimate cause for criminalisation as well as a structured approach to how concrete international crimes should be shaped. E.g., the most comprehensive regulations exist in European Union law, although aspects are only addressed in part and not within a coherent context due to the limited powers of the European Union.
