Sažetak
According to the World Intellectual Property Organization (WIPO), it depends on the government and local government strategy whether the transfer of knowledge and technology from universities and scientifi c laboratories to the economy is stimulated or not. Due to limited capital, SMEs can hardly perform basic, innovative research, but universities and public research institutions become centers of innovation transfer to patents, new technologies and industries. The success of a single enterprise depends on cooperation with other stakeholders in the innovation system that includes the business (private) sector, the public sector (government and state administration) and the academic sector (universities and public research institutions). This model of cooperation in the three abovementioned sectors is called the “triple spiral” model. Universities performing research are sources of the economy based on high innovation, such as the Cambridge Business Technology Park and Technopolis Sofi a Antipolis near Nice. SMEs established through a network of business technology parks are expected to be competitive both in domestic and international markets, in order to ensure sustainability and stable development. The establishment of domestic, regional, and international business and innovation networks is a good basis for the formation of new, independent “spin-off” SMEs.
