Sažetak
In Croatia, following independence after the war, numerous changes took place in the field of education, which, on the one hand, were prompted by the rejection of socialist heritage, and on the other, by the acceptance of those values that were an integral part of a modern and democratic society. The transition of Croatia from socialism to liberal democracy was planned to be achieved, inter alia, by introducing a specialized program into schools called Education for human rights and democratic citizenship. The goal of this program was to empower young people to become active, informed and responsible democratic citizens who will nurture democratic values. The program was meant to be integrated in primary and secondary schools on several levels: cross-curricular, as an elective course and in the form of extracurricular activities. However, attempts to systematically and fully introduce this educational program have failed primarily due to the lack of political will and ideological reasons. Shortly after Croatia's admission to the EU in 2013, right-wing parties managed to completely stop its implementation, arguing that some of the values propagated in the program were not in line with national values. After that, a new program for democratic citizenship was introduced, which used some parts of previous programs, but its content was not previously, nor subsequently empirically verified in practice. As of 2019, this program is introduced in school as a cross-curricular topic, in which values such as freedom, family values, value of marriage, national equality and gender equality, peacekeeping and social justice are thought. This paper will try to describe the process of introducing Education for human rights and democratic citizenship in Croatia over more than 20 years and the reasons for its failure.
