Sažetak
The paper explores the impact the COVID-19 pandemic has had on the prison system and rights of inmates. Whereas during the first wave of the pandemic it is understandable that the measures taken to alleviate the impact of the COVID-19 induced crisis were retroactive in nature, and without solid legal basis, yet the same problems continued during the second wave, which hit Croatia and the prison system much harder. The authors argue for better transparency of the system and for legislative changes which would introduce strong legal basis for restrictions of the prison regime in times of pandemic.
