Sažetak
The transport sector is the largest contributor to EU greenhouse gas emissions, so reducing transport emissions is key to meeting the EU’s climate neutrality objectives and EU member states governments have introduced different measures to encourage people to switch to EVs, particularly zero‐emission vehicles, such as battery electric vehicles (BEVs). In years 2020 and 2021 among all sorts of tax benefits and purchase incentives for buying new EVs, the single incentives in Croatia for BEVs were the second highest in Europe. The goal of the research is to examine different factors that affect a consumer’s adoption of BEV, their status and necessary preconditions for consumer’s decision to purchase new BEV In the countries in transition, as well to propose measures to increase BEV adoption, using Croatia and Slovenia as the case study areas. The decision to buy new BEV depends on both purchasers’ characteristics and necessary external conditions like charging infrastructure. The survey population is a random sample of existing BEV owners in Croatia and Slovenia and the method is correlation between survey data and official statistical data and comparison between data for two transition countries. In order to capture relevant market situation, the analysis of the price structure of more popular electric vehicle models is conducted both for the case of Croatia. The analysis considers the subsidy schemes, and average bank loan conditions. Survey showed that early adoption of BEV is associated with higher education level and income of BEV owners, owning home or garage, and it is motivated mostly to lower maintenance costs as well to long-term savings (in Croatia) and to the environmental aspect (in Slovenia). For the majority of BEV owners, the incentives for BEVs are the necessary precondition for decision to buy BEV, but the minimal amount of incentives varies. The biggest disadvantages of BEVs are higher purchase prices comparing to ICEV, and for Croatia even more uncertainty about availability of charging stations. The higher price could be compensated by funding schemes or commercial bank loans which are paid off by savings in fuel and maintenance. Also, since regular accessibility to charging stations is an important precondition for decision to purchase BEV, the measures for increasing charging stations accessibility are proposed.
