Sažetak
The authors explore the reliability of the police integrity methodology by examining two applications of the survey in Croatia conducted over a 20-year time span. During this period, Croatia has experienced systematic and extensive transformation of its political, legal, and economic system, any and all of which could have affected public views of the police and of police misconduct. Two groups of college students were surveyed two decades apart, in 1996 and 2016. The results indicate that, in accordance with the transformation taking place in the society at large, students surveyed in 2016 express personal attitudes associated with the higher levels of police integrity (i.e., more likely to assess misconduct as violating official rules, select harsher discipline as appropriate, and state that they would be more likely to report misconduct). On the other hand, the two administrations of the survey do not capture dramatic changes in the way students evaluate the police. The authors argue that the absence of large differences in the views of the police is a consequence of the mixed messages that the Croatian society sends about police corruption (e.g., enactment of stricter laws, emphasis on the reform on the one hand, countered by persistent inability or unwillingness to discipline or punish top police administrators and politicians for corruption).
