Sažetak
Fiscal policy has a significant impact on the Croatian economy. It is envisaged to achieve macroeconomic goals such as economic growth, i.e., increasing the GDP rate and achieving full employment. It can be defined as a set of measures through which the government manages public money, raising and spending. Each country has its financial system that provides residents with social, health, educational services, and internal and external security. The most crucial component of the fiscal system is taxes, i.e., mandatory payments to the state. In other words, it is necessary to give a part of one’s gained income to the government to receive health, education, social, and security services in return. There are many forms of taxes. In the Republic of Croatia, the taxes that generate the highest revenue are value-added tax (VAT), profit tax, real-estate- transfer tax, and income tax. It is essential to mention that the emergence of the COVID-19 pandemic has also negatively affected the fiscal policy in the Republic of Croatia and the fiscal policies of countries around the world, with significant consequences that will be felt in the future. This paper aims to examine and analyze the movement of revenues and expenditures in the Republic of Croatia for the period of the last five years in order to demonstrate how the emergence of the COVID-19 pandemic in 2020 has negatively affected the state budget.
