Sažetak
The smart city concept is increasingly represented in Europe, wheremany cities try to achieve as high a level of smartness as possible, through different smart city initiatives. Smart city initiatives are not only limited to urban areas, but also to wider and narrower geographical areas. Such initiatives are also implemented in rural areas and municipalities, better known as smart villages and smart municipalities. Given the possibility of implementing various smart solutions at multiple levels, there is a need to evaluate such solutions and initiatives. Within the HORIZON 2020 programme, a set of indicators for evaluating smart initiatives was developed through CITYkeys methodology. Based on selected indicators from this methodology, five municipalities on the territory of the Republic of Croatia were analysed and compared. The conducted research shows that the municipality that meets the most indicators, but also has quite high results, comes from Varazdin County, while the lowest results are identified in themunicipality positioned inKoprivnica-Krizevci County and Virovitica-Podravina County, which is also one of the least developed self-governments unit in the Republic of Croatia.
