Sažetak
Use of the term “hybrid warfare” has become an everyday occurrence in much of the mediasphere in recent years, without perhaps a common and universal understanding of what hybrid warfare entails exactly. Although the term “hybrid warfare” was first used to describe Hezbollah’s activities in the 2006 conflict with the Israeli Defence Forces in Lebanon whereas it seems that in it’s current incarnation, the vast majority of references refer to Russia’s recent efforts to destabilize, disrupt and undermine the security architecture that has maintained peace for the past 70 years. This resurgent Russia has applied a skilled multidisciplinary and cross domain approach to achieve it’s geopolitical aims, particularly along NATO and the EU’s eastern borders. Inspired primarily by events in Ukraine, commentators, analysts and experts have produced a generous body of knowledge but it is outside of the ambition and scope of this presentation to reiterate these observations or even to reach definitive conclusions about these events. This presentation, however, will outline the elements of contemporary hybrid warfare based on three existing theoretical frameworks and then apply this combined framework within the context of recent security developments in Southeast Europe. The intent is to present a sober, objective assessment of the security situation in Southeast Europe, and the Western Balkans in particular, in order to determine whether hybrid warfare is present, and if so, to what degree.
