Sažetak
The consequences of earthquake action are material damage and buildings damages, the suffering of residents, major economic damage, and the cost of dealing with the population after an earthquake. This paper describes a rapid visual assessment method, in which an experienced viewer visually inspects a building to identify features/characteristics of buildings that affect the behavior of a building during an earthquake ; these characteristics may include building type, seismicity, ground conditions and irregularities. In this article, a method of rapid visual assessment is proposed as a preliminary assessment of the building vulnerability, on the basis of which high-risk buildings are identified. For those buildings, more detailed examinations are required and, accordingly, appropriate strengthening. Another way of identifying buildings with insufficient resilience to extraordinary actions is by buildings inspections as a fundamental part in the maintenance of buildings described in Technical Specifications for Buildings. In addition to predicting the behavior of buildings in an earthquake, it is extremely important to carry out and preventively inspect the building and preventive work. In order to achieve high resistance of buildings to earthquakes (and thus the safety of people and material and cultural goods), it is necessary to maintain existing buildings in a satisfactory condition (so as not to impair their resistance, such as from external influences, unprofessional owner interventions, etc.). Seismic retrofitting of vulnerable structures is critical to reducing risk. It is important for protecting the lives and assets of building occupants and the continuity of their work. On the whole, communities with more retrofitted structures can recover from earthquakes more rapidly.
