Sažetak
The strategy for the Croatian tourism presupposes rising the number of accommodation capacities and improving the quality of hotel accommodation in the littoral region as one of the key preconditions of the Croatian tourism growth. On the other hand, the analysis of the Croatian tourism clearly identifies the need to attract investments in the hotel industry so as to make an advancement in the accommodation structure. In 2019 the global investments done in hotel transactions were estimated to 60 billion dollars which represents a growing trend in the last few years in Europe, so the key question to be asked is why this trend is passing by Croatia. According to the information provided by the Ministry of Tourism, the total sector investments in 2019 amounted to a historic 940 billion EUR, of which 425 billion EUR were investments in the public sector, whereas 626 billion EUR were invested in the private sector. Such an investment dynamic is still not sufficient to achieve the goal set by the strategy. Besides, almost all of the predicted investments occur in brownfield projects which relate to the modernisation of the existing, but outdated accommodation facilities and to the touristification of the unutilized state asset (military barracks, industrial plants, etc.), while the realisation of new greenfield projects representing newbuilds, but primarily oriented toward the already utilized areas and/or urban spaces, is inexistent. Slow administration, the unsolved issue of tourist land, inadequate state regulations, dysfunctional institutions managing state asset, etc. are the usual barriers to investments. Little is discussed about the essence – the economic cost-effectiveness of investments. Therefore, the main motivation for this research is to scientifically present the adequate approach to the problem area of investments into the hotel industry, analyse the current situation and give advice for improvements. The defined problem and object of the research set the hypothesis which will be tested by the research: H1: Brownfield projects (investments) in hotels and resorts show satisfactory economic cost-effectiveness.
