Sažetak
The quality of higher education is a key concept in ongoing globalization processes when the impact of supply and demand in the higher education system is crucial. In any case, the influence of the economy is more important in the higher education system than the influence of the state. The subject of this paper is the analysis of legal regulations that contribute to the quality system. The analysis of legal regulations is also approached from the point of view of nomotechnics. In addition, the subject of the paper is the comparison of the quality system between the two countries, which, from legal point of view, are different legal system. Two states are: the Republic of Croatia as a member of the European Union and Bosnia and Herzegovina as a state of legal form sui generis and non-member of the European Union. The aim of this paper is to gain knowledge about the differences/similarities of the quality system of higher education in these countries. The hypothesis was set about readiness of Bosnia and Herzegovina, as a non-member of the European Union, but also as a country bordering the European Union, for access to the European higher education system.
