Sažetak
The goal of this paper is to explore opportunities for social entrepreneurship development in two social policy areas that have importance for social equality in society: youth unemployment and elderly care. Research methodology: The first research was conducted within the project Reactivation and integration of marginalized youth – NEET on the labour market, funded by the European Social Fund. The research goal was to identify the main challenges of the NEET population from the perspective of experts and the main challenges of professional work with the NEET population. The research was conducted through focus groups involving young people of diverse in socio-demographic characteristics and interviews with experts from key institutions working with the NEET population. The second research was conducted within the project "Action-oriented research on violence against elderly people in Northern Croatia" (2017-2018) with the financial support of the Croatian Ministry of Demography, Family, Youth and Social Policy. The research was based on a qualitative approach with five focus groups that were held in cities in northern Croatian counties. The obtained data in both pieces of research were analysed through the framework analysis, which is developed in the context of the research of public (social, health, etc.) policies and is suitable for research in which the goal is to describe and interpret what concerns certain social issues in a specific environment. (Ritchie and Spencer, 1994). Based on the analysis of the ecosystems for social entrepreneurship in Croatia and Europe (Vidović 2019 ; Baturina, 2018, European Commission, 2020) and through the context of preliminary typologies of Croatia social enterprises (Vidović and Baturina, 2021) we will highlight potentials of development of social entrepreneurship in these two areas. We will discuss what are opportunities and obstacles for social enterprises to develop innovative public services and to obtain a more active role by the public (social) policy in these two areas. In the concussion, we will give recommendations for public policy (welfare state) transformations for fostering the development of innovative social services and potentially bigger role of social enterprises.
