Sažetak
Although sport in Croatia has a more than two centuries-long tradition and is an important factor in Croatian society, not only related to national identity (Batoluci and Doupona, 2019 ; Batoluci and Ukić, 2018) but various social dimensions, it is relatively un-researched area. Recent relevant research cover area of the socio-cultural aspects of sports in Croatia (Biti, 2018) or predominately football as a topic in various capacities like relation to politics (Lalić, 2018) or football fans (Perasović and Mustapić, 2017 ; Perasović and Mustapić, 2013 ; Perasović, 2015). The goal of this paper would be to explore the state of sports TSO’s in Croatia and opportunities for their development of social entrepreneurship. This paper will have three interconnected papers. Firstly, based on the most recent TSO analysis in Croatia (Baturina et al, 2019) and previous research we will give a general overview of the status and developmental challenges of the third sector in Croatia. Challenges are in three broader groups: institutional framework, work of organizations and the general values and modernization capacities in society, work of organizations and the general values and modernization capacities in society. In the second part of the paper, we will reflect on the development of the third sector in the area of sport. Sports organizations have a long tradition and they constitute the biggest number of third sector organizations in Croatia and receive the largest share of public financing of all types of nonprofit organizations. On the other hand, some barriers for sports TSO’s emerge (Bežovan et, al, 2016). There is an issue of jurisdiction between the central government and local government related to governance and financing and there are no clearly developed standards for reporting of financing of sport, especially at the local level. A possible governance problem is a lack of strategic planning for the development of the sport at the national level. The hierarchical structure makes collaborations complicated and unclear. Sport organizations have a generally positive image but that image was shaken by scandals, especially in football. Thirdly, based on the analysis of the ecosystems for social entrepreneurship in Croatia and Europe (Vidović 2019 ; Baturina, 2018, Borzaga et al., 2020) and through the context of preliminary typologies of Croatia social enterprises (Vidović and Baturina, 2020) we will highlight potentials of development of social entrepreneurship in the sports in Croatia. Special attention would be drawn to two first sport orientated social enterprises initiatives financed under ESF in tender Strengthening the business of social entrepreneurs - phase I. In the conclusion, we will give recommendations for creating spaces for the third sector sports organizations inclusion in social entrepreneurship, especially related to democratizing and diversifying sports initiatives. As this is a completely new area of exploration in the Croatia methodology will be based on the desk research as well of qualitative and quantitative research that author (independently or as part of the research group) conducted in the last few years.
