Sažetak
Social enterprises as a specific area of practice are in Croatia relatively new phenomena, still in the phase of progressive development (Vidović, 2019). Approximately two decades ago, the promotion of social entrepreneurial activity in Croatia began. (Vidović, 2012 ; Vidović and Baturina, 2021). The unfavourable environment for third sector initiatives and lack of modernization capacities in social policy (Bežovan et al., 2016.) influenced that social entrepreneurship entered policy and practical agenda rather late. Strategy for the development of Social Entrepreneurship in the Republic of Croatia for the period of 2015 – 2020 was delivered in 2015 and was a key moment for the recognition of social entrepreneurship in the Croatian context. Due to the questionable capacity of the administration of funds, but also of the underdeveloped sector, the strategy did not have a significant impact on the development of the sector (Vidović 2019). However, we witness the emergence of new social enterprises, new courses and educational programmes, incubators and accelerators and other forms of, developed mainly in an intermediary sector (Ferreira et al, 2018 ; Vidović, 2019). Work integration social enterprises have a long tradition in Croatia but in “old fashioned” form of shelter workshop that started in former Yugoslavia. Today we see the rise of new WISE’s mostly coming from the third sector (Marković and Baturina, 2017) and in different organizational forms and fields of action. This paper analyses the current situation of WISE’s in Croatia based on the secondary data analysis and qualitative research (with 20 WISE stakeholders’ interviews) conducted within Erasmus + project Blueprint for Sectoral Cooperation on Skills in Work Integration Social Enterprises. The analysis will be strengthened with the example of good practice, a case study of WISE Humana Nova. Based on the analysis of the ecosystems for social entrepreneurship in Croatia (Vidović 2019 ; Baturina, 2018) and current analysis of the welfare state (Bežovan, 2019 ; Dobrotić, 2016) we will try to assess what is WISEs potential for developing (innovative) integration pathway within the Croatian welfare system. Social entrepreneurship is trying to find its space in the welfare domain (Babić and Baturina, 2020). Therefore, we will overall asses are challenges and opportunities for WISE’s development in the Croatian context by looking both into a dimension of policy and practice.
