Sažetak
The first part of the presentation will briefly introduce path development on third sector policies from the post-socialist transition to current developments framed in the three periods (Turbulent 90-ties, Transformation period 2001- 2008 and EU pre-accession period and EU membership). Development of institutional framework through relevant laws and policy documents would be articulated. In the second part of the presentation, more recent policy development would be analysed in detail. The case of the Strategy of creating an enabling environment for civil society development 2017-2021 (which author was an ex-ante evaluator) would be highlighted as an example. The second demonstrative case on which will reflect on the Social Entrepreneurship Development Strategy in the Republic of Croatia 2015-2020. The discussion will reflect o character of the process development of third sector policies (Baturina, 2016, Baturina et all. 2019). The role of Europeanization on the policy-making process in Croatia and changes that were introduced with it will also be considered. Together with the results of the analysis that will enable us to conclude are Croatia moving forward towards evidence-based policies of the third sector and is current framework provides enabling environment for the sector development?
