Željko Heimer is a colonel in the Croatian army. Last summer, the 49-year-old from Zagreb became President of FIAV (Fédération des Associations Vexillologiques). He succeeded Belgian Michel Lupant, who served this United Nations of the world's vexillologists from 1996
