Sažetak
The approach to the prevention and resolution of possible threats must start from the level closest to the occurrence of the threat, which are local self-government units. On the other hand, due to the likelihood that these circumstances affect more local self-government units, higher levels of government have corresponding responsibilities. Therefore, the current legal framework, especially the Law on the Civil Protection System, places planning and operative obligations in the competence of local self-government units in the event of such circumstances. The aim of this paper is to clearly define the obligations of local self-government units and to determine the level and degree of their implementation. For the purposes of this paper, data obtained from the Civil Protection Directorate, Osijek Regional Civil Protection Office, which is responsible for supervising the implementation of legal obligations in the five counties of the eastern Republic of Croatia and coordinating the civil protection system in that area, will be used. Special emphasis was placed on the preparation of major accident risk assessments, the civil protection action plan, and the state of organization, competence, and equipment of the civil protection system forces.
