Sažetak
Beyond different ideological debates and narrow paradigmatic insights of contemporary economic schools, any more complex socio-economic development approach cannot neglect unavoidable and more sophisticated economic and overall functions of state, especially in fostering enterprise and economic development in transition countries. The question is not whether market or state in times when markets are not yet developed and state not yet restructured (transition paradox &#8211 ; ; so called capitalism without profits and socialism without control). Thus in thinking of economic growth of the transition countries, the authors bring into question the possibility of the market as the only driving force of economic growth advocating for an alternative: evolutionist approach to the role of the state and market in this process. In the first part of the paper, regarding characteristics of different market models and using socioeconomic approach based on development and institutional principles, the authors stress out some main roles of the state (structuring, functional, entrepreneurial...). The second part brings out some theoretical issues concerning modern economic theories (public choice, Chicago school, various institutional approaches etc.) and their different concepts of the role of state in the economy. Different concepts will have different effects on the country&#8217 ; s development and process of economic reforms. Boundaries of implementation of some theoretical approaches are specially stressed out. Also, it is noted that different methodological approaches are value oriented. After lessons of experience in the third, in the fourth part some specific roles of the state in the transition countries are given. Variety of models of successful market-oriented economies can be understood primarily as a variety of institutional settings representing different historical and cultural features of the societies where they are actually introduced. Individual welfare as well as enterprise efficiency in the transition countries are not only the result of market transactions and contracted relations of private sector, but also of numerous activities of the state acting as supplier of either goods and services or legislation, enjoying natural monopoly status in developing legal state and civil society as a prerequisite of all development incentives. New economic role of the state does not mean the reestablishment of totalitarism, but the state as complementary partner of private sector in evolutive development process in transition countries.
