Sažetak
The construction industry is responsible for significant environmental impacts due to its consumption of space, resources, energy, and the production of wastes. This is a matter of great concern for all those involved in construction industry projects, especially governments. To effectively implement the circular economy (CE) and thus improve the sustainability of this industry, changes in legislation, business models, and construction methods are required. This can happen at different phases of a particular construction project life-cycle but with different outcomes. The implications of circularity on construction activities are complex and require the careful evaluation of impacts to find the appropriate path forward. It is important to emphasize that managing construction projects at different phases of their life-cycles through the implementation of the circular economy concept of slowing, narrowing, and closing material loops through CE strategies (reuse, repair, refurbish, recycle and recover) has increased in recent years to facilitate minimizing these unresolved issues that arise from the construction industry. One way to incorporate CE strategies into construction project management is to minimize the issues and achieve the best possible and sustainable solution that can be achieved at various phases. This study focuses on the procurement phase where an optimal contractor is selected based on “the most economically advantageous tender”. The challenge of selecting the optimal contractor for sure can be modeled as a multi-criteria decision-making problem. Therefore, the main objective of this study is not only to present the decision support concept for selecting the optimal contractor but also to explore the implementation of CE strategies in the procurement phase of the project life-cycle and evaluate their impact on the selected contractor and other stakeholders. Therefore, the correct application of the multi- criteria decision-making methods within the projects’ life-cycle is crucial for a successful and effective implementation of the circular economy in the construction industry.
