Sažetak
The transition towards a carbon-neutral powersystem puts the focus on unlocking local flexibility potential.Providing ancillary services (AS) on the local level arises asa new option in power system operation and control due tothe increasing growth of distributed energy sources (DERs). Tofacilitate the possibility of distribution level users to providesystem- wise services, system operators need to coordinate theiractions and operational plans. To avoid the activation of coun-teracting service, the coordination between the TransmissionSystem Operator (TSO) and the Distribution System Operator(DSO) is required in multiple time horizons, from a day orweak ahead to real-time. The paper reviews several approachesin TSO-DSO coordination in different market environmentspointing out the main features, advantages, and drawbacksof each coordination scheme. Unlike previously investigatedcoordination schemes, the paper proposes a novel coordinationmechanism which is being developed in ATTEST project. Thecoordination is divided into day-ahead (DA) and real-time (RT)stages and describes the sequence of each system operator’saction in the AS reservation and activation procedure.
