Sažetak
During the 18th and 19th centuries, a unique institution stood at the contact zones of Habsburg and Ottoman territories in Europe: The Sanitary Cordon. Stretching over 1, 900 kilometers, the Cordon was the most important part of the Habsburg public health policy at the time. Due to frequent instances of the spread of epidemic diseases from the Ottoman territory, its foremost purpose was to contain the spread of disease into European lands by implementing preventive measures while controlling cross-border movement of people, live stock, and merchandise. Discussions that affected the functioning of the Cordon included the questions about the effects of epidemics on demography, ways to isolate the infected, gathering information about diseases in the neighbourhood, local prerequisites for a successful implementation of the State's health ordinances, balance between economic activities and anti-epidemic measures, as well as the impact of epidemics on criminal justice. Many of these questions are actively discussed even today, during the COVID-19 pandemic. Observing the Sanitary Cordon as a primarily local institution with a broader impact, this paper aims to explore institutional, political and social prerequisites for implementation of state- controlled anti-epidemic measures in the premodern Habsburg Monarchy. The impact of these measures will also be discussed. The emphasis will be laid on the Sanitary Cordon in Croatian-Slavonian Military Border. The base of the research are the contemporary legal acts reflecting public health policy, plans of quarantine sites, as well the other archival sources consisting of official reports and correspondence between quarantine management.
