Sažetak
Current world trends and challenges most countries face raise the need to change the legislative framework and expand the service system to provide quality of life in the elderly. Data from the last census conducted in 2011 rank the Republic of Croatia among the ten oldest countries in the world. This is due to several factors, some of which are related to an increase in quality of life and overall life span, the continued decline in fertility rates and the disintegration of the traditional family structure I.e. the transformation of the family structure from extended to nuclear.Challenge in the field of elderly care indicates the need for the development of institutional and non- institutional forms of care which are underdeveloped in Croatia. According to the Social Welfare Act (Narodne novine No. 157/13 and 152/14), the emphasis is placed on state elderly homes, decentralized homes under the jurisdiction of local (regional) self-government units, family homes and foster families. Some of the researches (Bađun, 2016) show a lack of transparency in exercising the accommodation service right and accommodation financing right in homes for the elderly and the infirm as well as big financial cost to the state budget. Most of the researches conducted so far in the field of elderly care assess the quality of life in the elderly living in homes, question overall satisfaction with living in a home and satisfaction with home services, show self-assessment of physical and mental health, and identify characteristics of older people with particular needs for care services. The texts of the Croatian authors indicate care for the elderly as a social risk which has spread across Europe and question how to find new models of functioning of the system to ensure the quality of life in the elderly. The role of social work is to actively participate in the development of long-term care, to advocate for and represent the interests of the individual, to assess his or her needs to create a quality and sustainable model of the elderly care.
