Sažetak
Mayors and other local public officials are challenged to confront the demographic, socio- economic and environmental changes within the legally restricted authority, providing mandatory public services with a constrained budget, and are often placed under political scrutiny. This environment enhances the persistent quest for improvements in the local public administration effectiveness and the quality of public services provision. This study aims to explore the propensity of city administrations to employ entrepreneurial and market-oriented behaviour. These concepts' applicability was tested among Croatian city administrations, which operates within a low level of fiscal and institutional independence, without legal obligations or incentives to advance their performance. The impact of entrepreneurial and market orientation was measured by the self-reported change in city administration performance during three consecutive years. The correlation and regression analyses confirmed the medium level of the positive, statistically significant influence of more entrepreneurial and market-oriented city administrations on self-reported performance. Furthermore, the results corroborated that the entrepreneurial orientation represents an essential antecedent of city administrations market orientation and a positive, significant mediator of market orientation influence on users' satisfaction, organizational and total performance of city administrations.
