Sažetak
Youth poverty develops in the dynamics of personal, family and environmental factors. According to available resources approach, poverty is cyclically connected with insufficient resources, such as human, natural, physical, financial, social resources (e.g. social network, connections reciprocity and political influence). Surrounding conditions, which in this article primarily refer to the availability of physical, financial and social resources, are the basis for building a focused policy response towards combating poverty and improving chances of youth who grow up in poverty. Paper will display the results of a study conducted with young people who during their high school grew up in conditions of poverty (they were recipients of social assistance for at least three years continuously). Survey covered a sample of 1, 000 young people aged 19-29 years that assessed some aspects of environmental, family and personal functioning during middle school and are reporting in what circumstances they live today. Characteristics of their environmental conditions primarily relate to housing characteristics, available infrastructure in local communities, perceived social support and social inclusion into community activities both for them and their parents. Results will point into differences regarding social surrounding between youngsters that are not depended on social assistance and those that still deeply rely on social assistance and live in poverty. The results can serve as a basis for developing targeted social policy measures for combating poverty and focused response that is so far in the practice of social work in Croatia greatly missed. In particular, it relates to the contribution of social work to social inclusion of the poor families in local community activities, providing support to education in terms of infrastructure and involvement of youth from poor families in the additional facilities that can support their educational outcomes (assistance in learning, IT equipment, adequate conditions learning and participation in additional leisure activities).
