Sažetak
According to EU rules in the new financial perspective, Croatia, like other beneficiary countries of the EU funding, can use a considerable part of the allocated funds in the form of financial instruments, in addition to grants. They include financial instrument like equity, debt and guarantee for financing public and private investment projects. Contracting authorities' restrictions on long-term borrowing for public investment projects and lack of budgetary sources of funding as well as the increasing demands of taxpayers for modern public infrastructure with a better cost- quality ratio of public services, impose on public authorities the imperative of combining grants and financial instruments with alternative procurement models. They aim to achieve the best value for money and the lower whole life costs by considering combination (blending) different sources of funding, financing and procurement. In developed countries, this practice is significantly represented. For contracting authorities in the Republic of Croatia, this topic is of particular importance given the announcement of the restrictive features of the new EU financial perspective 2021-2027. and the need to find new models for the procurement and financing of the financial gap resulting from the enlargement of the national component in the EU grant scheme. The paper presents the results of the analysis of the past experiences of applying financial instruments and alternative procurement models of public investment projects and proposes procedures and activities for their more efficient use in the function of intensifying development.
