Sažetak
Legislative reform is one of the prominent yet only moderately successful Europeanization-type governance changes in Croatia. The legislative reform process in Croatia started with the issue of quantity of regulations, later moving to the issue of their quality, and ending with efforts to improve the legislative process. In this chapter several important issues related to the legislation are analysed: constitutional and institutional framework, types of law, process of the law preparation (planning and initiating, development of legislative drafts, including regulatory impact assessment, public consultations, and checking conformity with the EU acquis, adopting the proposal by the Government, parliamentary deliberation, promulgation, publication and entering into force), legislative technique (regulatory impact assessment and general rules of drafting laws adopted by the Parliament), and prospects for the future development.
