Sažetak
The first section of this paper explores the Croatian historical background of gender equality protection and how women were protected before the break-up of the former Yugoslavia. The second section will introduce the legal and policy framework concerning gender equality. I will consider changes in Croatian law and their applicability to women’s lives. I will discuss how Croatian equality legislation has changed under the influence of the EU, whether the new laws are sufficient, and to what extent the international gender equality concept is applied. While changes in the law are the most important ways in which the EU has impacted on gender equality in Croatia, the effects of these changes are most visible in the government actions and activities that are directed at women. This chapter will explore how the concept of gender equality is mainstreamed through the most relevant documents and how it is understood by relevant stakeholders and practitioners. The third section will reveal the deficiencies in the existing legal and policy framework and how they might be overcome.Finally, I will consider the impact of the EU on the Croatian public sphere, and explore what trends in EU debates on women and gender equality are most visible in Croatia, and also ask how debates conducted in the EU impact on Croatian social policies. The fourth section will analyze the practice of the national equality body and national courts in cases of gender discrimination.
