Sažetak
The article analyses the Bonn-powered High Representative in terms of a self-constituted body that amounts to dictatorship ; the body aggravates the conditions in Bosnia in two ways: in the sense of a bad impact on democratic ethos ; and in the sense of a bad impact on the rule of law ; in fact, the body does not resolve, but prolongs, and aggravates, the political conflict in Bosnia. Also, it has a negative impact on international politics as attested by the polarization of opinion within the (Dayton) Peace Implementation Council.
