Sažetak
The newly proposed Multiannual Financial Framework is facing a number of challenges related to migration and asylum. The most pressing ones will be addressed in this paper: solidarity, budget distribution and cost-sharing between the EU and member states ; flexibility tools and emergency measures ; a coherent external dimension of EU migration and asylum policies ; involvement of civil society and local authorities ; funding of asylum management and other activities that impact refugee rights ; and conditionality.
