Sažetak
SAS131 Activity was established to address the problem of how a smaller country can make the threshold for a potential attacker as high as possible within the limits of affordability. A conceptual analysis of six possible dimensions of a threshold defence was presented and presentations were made on how different small countries had addressed the problem of the weak deterring the strong, highlighting particularly the role of deterrence and of resilience, and the importance of creating favourable conditions for allies or partners to come to the assistance. Two alternative ways of increasing the chances to receive help from allies / partners were outlined and discussed. To link the concept to policy-making and defence planning processes, generic planning tools were utilised: planning assumptions, policy guidance, Missions and Tasks, and required capabilities. Two strategies were assessed against the functions of a threshold, strengths and weaknesses discussed, and findings developed. The study proves that the concept of conventional threshold is applicable within, and using tools of, Western defence planning methods. As assessed against the functions of threshold, deliberate escalation strategy appears to fare generally better than drawing out the conflict strategy while being clearly superior in providing deterrence.
