Sažetak
The comparative study on the main challenges of employment and retention in the civil service has a twofold goal. First, its purpose is to present the empirical results of the study on employment and retention conducted in the EUPAN network. Second, it gives an analytical view on the strengths, weaknesses, opportunities and threats of the existing employment and retention systems.
