Sažetak
The Croatian Qualifications Framework (CROQF) has been widely presented as one of the main reforming policy tools in reaching quality and relevance of education at all levels. In this paper the author focuses on the CROQF in higher education. The aim is to provide with arguments that the CROQF shall not be another bureaucratic burden for higher education institutions but a tool for a genuine reform of higher education qualifications. With setting up the European and the national context for strategic development and implementation of national qualifications frameworks (NQFs), we will look both at challenges lying in their full implementation and the potential of qualifications frameworks, in particular, at the regional level.
