Sažetak
At the beginning of the new millennium, political theorist David Held suggested “A Global Covenant”, a global social democratic manifesto that envisaged a framework of principles, policies and institutions that were intended to oppose policies of neoliberal Washington Consensus. Of course, Held was not the first scholar to propose a series of global arrangements, but his work gave an important impulse to the topic of cosmopolitan constitutionalism – a vision of a global legal order based on cosmopolitan ethical ideals. Unfortunately, our current times seem to put the idea of cosmopolitan constitutionalism highly in doubt. Even before the global pandemic that had painfully shown all the fragility of international institutions and cooperation, the globalization challenges have pushed back a series of democratic states from endorsement of rule of law and multilateralism toward populism and isolationism. Even Europe, which is considered a birthplace of democracy, and its European Union a forerunner in cosmopolitan politics, was not spared of these regressive trends. This paper will present a concluding segment in my current research on cosmopolitan democracy, in which I am going to ascertain if at the end of this decade another significant historical shift has happened similar to the one at the start of 1990’s (end of bipolar political world) which coincided with the emerging interest in the idea of cosmopolitanism and its political projects. Is this historical reversal of fate just a “lull” or are we facing another period of “cosmopolitan oblivion”? And if we are facing another disappearance of cosmopolitan ideas, can we at least preserve the current achievements in democratic values in our rapidly globalizing world? Suggestions that Held has made in “A Global Covenant” will help as a benchmark to find out how far we have made progress on the road toward cosmopolitan citizenship, and finally cosmopolitan constitution.
