Sažetak
The paper deals with one of the crucial issuse of contemporarty economics which is particulary stressed in the countries in transition. It referes to the choice between market and non-market (governmental) regulation. The paper advocates the necessity of a complex regulation and points out that the problem is not to be understood in the either-or terms. The basic question is about the extent of each type of regulation. Only the optimal combination enables the minimazation of failures of both regulations. The problems of the countries in transition, Croatia in particular, are mainly expressed in the still prevaling non-market regulation type.
