Sažetak
Coastal and sea areas offer significant possibilities for economical development, entertainment and life and they also have a very rich but also very fragile biodiversity. Due to the development of the society, coastal pressures are more expressed. Planning and managing coastal areas is inevitable due to overload (pollution) of coastal and marine waters and areas as well as due to increasing tendency for clean environment. Regional and local government is directly involved in the process of managing coastal areas of the county. With the Croatia joining EU, transparent planning and managing is necessary in order to balance the needs along with maintenance of long-term benefits for marine and coastal resources. The paper presents concept of maritime physical planning which is developed as a part of Integrated Maritime Policy of EU and which refers to the process where maritime domain is used for one among several potential competitive ways of exploitation. Connecting the activities regarding the sea through different sectors within common planning frame, maritime physical planning can serve in avoiding conflicts, increasing energy and ensuring efficient and reliable usage of limited maritime resources. Authors are researching the level of coordination between several different hierarchical levels as well as the specific influence of Public Administration on optimal space division. The purpose of the paper is to establish the possibilities of Public Administration to overcome hierarchical obstacles and to establish measures which will enable changes in accepting coordination with the aim of ensuring coastal development through the approach known as Integrated Coastal Zone Management (ICZM).
