Sažetak
Nowadays, “having water” is considered normal by the nature of things. However, this is not even close to that. There are over 748 million people without drinking water in the world, and a third of the total population does not even have basic sanitation, as stated in the European Parliament resolution of 8 September 2015 on monitoring the European citizens’ initiative Right2Water. Water is a common good that people need to live, and since water resources are limited, it is imperative to ensure their proper use, utilization and protection. Water protection and water management transcends national borders, and a legal framework for water protection has been established at the level of the European Union, which Member States are obliged to incorporate into their national legislation, which we have presented in our paper. In addition to the Water Framework Directive (Directive of the European Parliament and of the Council establishing a framework for Community action in the field of water policy), as amended by Commission Directive 2014/101/EU, the Directive on environmental quality standards in the field of water policy (Directive 2008/105)/EC), the Directive on the protection of groundwater against pollution and deterioration (Directive 2006/118/EC), the Directive on the protection of waters against pollution caused by nitrates of agricultural origin (Council Directive 91/676/EEC) and the Directive on the treatment of municipal waste water (Council Directive 91/271/EEC) supplemented by Commission Directive 98/15/EC. The Water Framework Directive establishes a legal framework for the protection of clean water in the European Union and its restoration with a view to its long- term use. The Water Framework Directive is complemented by the Groundwater Directive, the Drinking Water Directive, the Bathing Water Directive, the Environmental Quality Standards Directive and the Floods Directive. The paper also points out the coastal and maritime policy of the European Union and international agreements on regional waters. Although Europe has made very good progress in protecting the health of its citizens from the potential risks posed by the environment, there are certain concerns, as stated in the European Environment Report - Status and Prospects, 2020. In the context of water protection, it should be emphasized that Europe , despite the obtained high grade of drinking and bathing water, the problem is still resistant chemicals. It should also be noted that the most common proceedings against the member states of the European Union are in the field of water protection.
