Sažetak
The purpose of this conceptual paper is to elaborate the role of social capital in the economic development. The research is based on the critical review of theme-relevant theoretical and empirical studies. The paper presents the key dimensions/elements of social capital and discusses the problems with defining the concept of social capital which arouse from its complexity, i.e. from its cause-effect interdependence. The author elaborates different types of social capital, and its effects on the economic development on both the micro- and macro-level. The focus of the research is on the process of social capital building. The author analyzes the factors which enable the creation of social capital and mechanism which are used to foster social capital creation in the community. The paper gives a critical review of social capital approaches and policies used in practice. The best practice in the development of social capital indicators is also commented. The author analyzes the social capital data for EU countries and addresses the key dimension of institutional design (in local government) which represent the drivers of social capital development. The results of the research show the relevance of investing in different types of social capital in order to reach high levels of socio-economic development. The analyzed best practice in social capital indicators system and social capital policy implementation indicates the possible roads to reach high levels of social capital in the local community. The results of the research could be used as a valuable input for future primary research on the relation between social capital and economic development, as well as for practitioners in both the government and civil sector.
