Sažetak
The end of the cold war necessitated a reorientation of the European Union policy towards its eastern neighbors. The immediate response was technical and financial assistance for reforms. The search for a long-term policy began with the initial design of the European agreements. EU policy-makers were caught between high expectations of their new partners and internal resistance to change. From 1994 onwards the debate shifted to the eastern enlargement. Ten candidates from central and Eastern Europe were addressed by a "pre-accession" strategy opened with five candidates in 1998. and in 2000 eith all ten. After the elections in January 2000. Croatia has become one of the candidates for the third circle of enlargement. Within the process of European integration, the strategic goal of Croatian is to establish relations with the European Union through the Stabilization and Association Agreement. Pursuant to the Agreement, Croatia ought to become an associate member of the European Union, and that would be the most important step towards full membership in the European Union. In order to achieve this goal, political and technical dialogue with the European Union will be intensified at all levels. However, there are still a number of conditions and criteria to be met in the fields of economy, democracy and civil society, and regional stability and cooperation. The experience of the most advanced transition countries in Central, Eastern and Southeastern Europe can be of great significance for the process of Croatia's integration in tje EU. Most of these countries have greater experience than Croatia in the adjustment of their economies and regulations to the standards of the European Union, and this experience will be utilized. Bilateral cooperation and cooperation in dealing with transition problems will enjoy high priority.
