Sažetak
The paper analyzes the concept of the "responsibility to protect" ("R2P") in the context of humanitarian intervention, on the one hand, and the attempt to justify the use of force in situationa of "war against terrorism", on the other. Emphasis is placed on cross-border terrorism. The author also analyzes the international responsibility of states for the protection of their own citizens as well as the citizens of other states in cases of serious human rights violations.
