Sažetak
As a result of the EU energy diplomacy, the Energy Community Treaty drew into the EU’s energy governance countries of the Western Balkans. Building on the theory of regulatory externalization, this paper firstly introduces structural characteristic of the EU energy law and policy, which are the basis of efforts to “export” EU’s energy governance. Following this is an analysis of the binding international legal instrument establishing the Energy Community, which aims to assess the outcomes of EU regulatory externalization in the energy sector, and observe its particular implications in the Western Balkans. This is done through assessing institutional and policy transformation of the region’s energy governance, and addressing the persisting challenges and shortcomings that impede the completion of the process of convergence of the respective energy sectors.
