Sažetak
Yugoslavia has harbored a special affinity towards organizations and individuals who have conducted "struggle for national liberation" that did not make differences between using a violent and non-violent methods for achieving their aims. In cases where the identified international terrorists used the territory of Yugoslavia for their efforts aimed against other countries, Yugoslavia officially took the position to condemned international terrorism, the terrorist activities in its territory were not allowed, and that the Yugoslavian territory should not be used for arms and explosives smuggling. But, if the persons marked as terrorists by the Western countries are going to respect necessity of their low-profile activities in Yugoslavia, they could stay in Yugoslavia. The case of multiple and long-term travels and residences of Carlos “the Jackal” in Yugoslavia is an excellent example of Yugoslav policy of irresponsible behavior towards the problem of international terrorism and failure to comply with the proclaimed policy of a state that does not support terrorism.
