Sažetak
Lefelong learning is the main principle of the modern education strategies. Key elements for effective education and training system based on lifelong concept are: legal framework, institutions, programs, experts, planning and international cooperation. Continuous professional development, as a system of advancing in career has its "circle of life", starting from Training Needs Assessment, through development of training programs of modules, planning of training, selection of candidates, implementation and evaluation. EU standards are defined by key document - EQF. Frontex - EU Agency for Border and Coast Guard developed Sectoral Qualification Framework for Border Police (SQF). Frontex education and trainig system based on SQF is a role model (best EU practice) for development of national Border Police training systems. Training of Croatian Judicial staff (including Auxiliary staf) is provided by the Croatian Judicial Academy. It's based on lifelong learning concept and consists of all training needed for judicial staff professional development.
